The following facts are substantiated.

Jacob Blake’s ex-girlfriend called 911 and reported that Blake stole the keys to her vehicle. When police arrived, Blake, who was a felon with a history of resisting arrest, scuffled with police, who unsuccessfully tried to taser him. He admitted to picking up his knife, opened it, and tried to pull away from officers to enter the driver’s side of the vehicle, which had children in it. Blake twisted toward an officer with the knife in his right hand before police shot him three times in the side and four times in the back in accordance with their training to keep firing until the threat is neutralized. Officers then worked to save Blake’s life.
